Verizon DISABLED the phone, Cannot Activate.
I was reading some where and hope to get some confirmation. It is true that Verizon can actually BLOCK/DISABLED their phones by 11-Digits or 7-Hex Serial-Number from getting activated? For example, once the phone get reported as lost or stolen by the original owner or from an unpaid account, any third person such as you or me some how received the phone off of eBay now have to sit on a $50.00 phone?
If this is all true, is anyway go around it hack. Will flashing to new ALLTEL or such firmwares solve this ridiculous blocking features that verizon has. Or should there be a trick to convince Verizon CS to release the phone from such blockage.

If you phone has been blocked from being activated, Verizon, Sprint, and any other Service that relies on ENS will know that phone cannot be activated, and it won't matter what kind of flash you do.
Verizon will never ever ever activate you phone. EVER. They have it on their personal records, the phones ESN, Model, Firmware, and so on. Sorry but there is no chance at all of ever getting it to work.
As far as T-Mobile and Alltell go, Completely different kind of cell service in case you wanted to use them for service. Their phones rely on SIM Cards, which store all the phones information. The V3C is not able to use SIM Cards, Nor is the V3M.
But if you can flash it to ViVo (V3M only *I think*) just for the hell of it, You can get yourself a handy MP3 player and camera with more options then Verizon has, just stick a SD-Card in there (If it is a V3M, V3C's cannot use Cards) Also make sure your Firmware is old enough to allow this.
But yea, other then that, you have a working brick. Perhaps you can sharpen the edge of the flip and make a real Razr out of it

If they didn't know it wasn't clean they should promptly refund your money. If they do nothing, file a complaint and then it will be taken care of.
Look underneath the battery on the label and post back the F/W or S/W version the phone originally had. If it goes NEWC_24.xx.xx, you have an unhackable phone. Also, check the s/w version on the phone itself by going into phone information/status and looking at it there. Please post that information as well if it differs from the original. As stated before, being that the ESN isn't clean, there is absolutely no chance you will get it activated. As far as flashing your phone... as long as your f/w is not and never was using 24_xx.xx as stated before, it is flashable, but i would advise flashing it with a generic DST flash rather than Alltel. It's the same UI.
@Celiragon, Alltel does not use sim cards. They are CDMA like Verizon and U.S Cellular.

And a quck FYI from what was stated below Alltel does not use a Sim card they are CDMA just like Sprint & VZW. Well reality is Alltel is now VZW seeing as VZW bought them anyways. So in do time you won't see Alltel anymore it will al change to VZW.

Once the phone has been black listed for any of the reasons you posted, it will be such with ALL carriers, flashing will NOT fix your problems. That being said, I would do what Kitty suggested and contact your seller (after reviewing the auction to make sure the seller DID represent his item correctly) ASAP. Hopefully you paid with paypal.
I'll leave it there for now, I'm a pretty experienced ebayer and have never allowed myself to get ripped off (although it's been tried on me many, many times).

dial *22888 and follow instructions
I was able to successfully activate a v3m on prepaid with an unpaid bill
However if the phone is reported lost/stolen you will not be able to activate it ever
